Housing justice has become central to urban politics as tenant groups, researchers and local communities draw attention to the fact that affordability is shaped not only by how much gets built, but by who controls land, credit and redevelopment. Read the following passage and mark the letter A, B, C or D on your answer sheet to indicate the option that best fits each of the numbered blanks from 18 to 22. |
Hướng dẫn giải Question 18: Question: For that reason, many city governments, which once treated rising property values as signs of success, (18) __________, but as a precondition for stable communities and equal access to opportunity. Đồng thời câu có cấu trúc đối lập bắt buộc: not merely as [A] … but as [B] …. Vì vậy phần điền phải chứa cụm “frame housing not merely as a commodity” để ăn khớp trực tiếp với vế “but as a precondition…”. A. have increasingly come to frame housing as not merely a commodity Sai vì đặt “as” sai vị trí làm hỏng mẫu đối xứng. Đúng mẫu phải là “frame housing not merely as a commodity, but as…”. Còn A viết “frame housing as not merely a commodity” => về nghĩa có thể đoán được, nhưng trong văn học thuật cấu trúc “not merely as … but as …” là một cặp cố định; đảo “as not merely” khiến vế sau “but as …” không còn song song chuẩn. B. having increasingly came to frame housing not merely as a commodity Sai ngữ pháp vì “having … came” sai dạng: sau “having” phải là V3 (having come), không dùng V2 “came”. C. had increasingly come to frame housing not merely as a commodity Sai vì “had come” là quá khứ hoàn thành, thường dùng khi có một mốc quá khứ thứ hai để so sánh (before/after another past point). D. have increasingly come to frame housing not merely as a commodity Đúng vì “have come to” diễn tả sự chuyển đổi nhận thức dần dần đến hiện tại; “not merely as… but as…” song song chuẩn và ăn khớp trực tiếp với vế sau “but as a precondition…”. Đáp án: D Question 19: Question: When families are pushed out of familiar neighbourhoods, they often lose access to childcare, transport routes and informal support, a disruption (19) __________. B. in which aggregate housing statistics often fail fully to capture Sai vì “in which” không phù hợp nghĩa. “In which” thường dùng khi danh từ là “situation/process/system” và mệnh đề mô tả điều xảy ra “trong đó”. Ở đây ý là “disruption that statistics fail to capture” (không phải ‘trong đó’). Ngoài ra B thiếu tân ngữ cho “capture” (capture what?) vì không có “it” hay đại từ quan hệ làm tân ngữ. C. which aggregate housing statistics often fail fully to capture Đúng vì “which” thay cho “a disruption” và đồng thời đóng vai trò tân ngữ của “capture” => “fail to capture which” (fail to capture the disruption). Cấu trúc đầy đủ và nghĩa chuẩn. D. that aggregate housing statistics often fail capturing fully Sai vì “fail” đi với “to + V” chứ không phải “fail + V-ing” trong nghĩa này. Đúng phải là “fail to capture”, không phải “fail capturing”. Đáp án: C Question 20: Question: Yet official responses still tend to treat the crisis as a technical problem of volume rather than power. (20) __________. In practice, construction can expand overall supply while doing little to protect residents most exposed to eviction… Cấu trúc phù hợp nhất là câu ghép tương phản “..., but ... not ...” để nối mượt sang câu sau “In practice… while doing little…”. A. Although more building may be necessary, supply alone determines who can afford to stay Sai nghĩa vì nửa sau khẳng định “supply alone determines…” trái với thông điệp đoạn sau (xây thêm vẫn không bảo vệ người dễ bị eviction). Đoạn đang nói “volume isn’t enough”, A lại nói “volume is enough”. B. More building may be necessary, but supply alone does not determine who can afford to stay Đúng vì vừa thừa nhận “more building may be necessary” (không cực đoan), vừa phủ định đúng trọng tâm “supply alone does not determine…”. C. Because more building is necessary, supply alone does not determine who can afford staying Sai ngữ pháp ở “afford staying” => đúng là “afford to stay”. Ngoài ra “Because…” biến câu thành quan hệ nguyên nhân không cần thiết: việc “more building necessary” không phải là nguyên nhân khiến supply alone không quyết định; nó là một nhượng bộ, không phải causal. D. More building, though necessary, is what supply alone determines for those who stay Sai nghĩa và cấu trúc: “supply alone determines” phải quyết định “who can stay”, không phải “determines more building”. Câu bị đảo quan hệ logic, khiến ý vô nghĩa. Đáp án: B Question 21: Question: Buildings are retrofitted, transit links are improved and investment returns are celebrated, (21) __________. A. with long-term tenants facing higher costs, local networks weakened and daily routines being pushed farther away Sai vì song song và thì bị vỡ: “facing” (V-ing) rồi “weakened” (V2/V3) rồi “being pushed” (V-ing bị động). Nếu dùng “with + noun + V-ing/V-ed” thì các vế phải cùng kiểu và rõ cấu trúc, ở đây trộn lẫn làm câu lủng củng. B. while long-term tenants face higher costs, local networks weaken and daily routines are pushed farther out of reach Đúng vì “while” tạo đối lập trực tiếp với vế trước (đầu tư được ca ngợi trong khi cư dân chịu thiệt). “out of reach” đúng collocation và nghĩa. C. even as long-term tenants face higher costs, local networks are weakening and daily routines are pushed farther away Không chọn vì thiếu nhất quán về thì/thể và sắc thái: “face” (hiện tại đơn) + “are weakening” (hiện tại tiếp diễn) + “are pushed” (bị động hiện tại). D. even as higher costs confront long-term tenants, local networks are weakened and daily routines are pushed farther out of reach Kém tự nhiên vì “higher costs confront tenants” dùng động từ “confront” gượng (chi phí “đối mặt” ai). Đáp án: B Question 22: Question: Without stronger tenant protections and firmer limits on speculation, cities may become greener and more connected in appearance, (22) __________. A. because those least protected from displacement are what make cities more just Sai nghĩa: câu này nói nhóm yếu thế làm thành phố “more just”, trái với cảnh báo của câu gốc (nếu không bảo vệ họ thì thành phố sẽ kém công bằng). “are what make” cũng gượng. B. with justice growing most clearly for those least protected from displacement Sai nghĩa: “justice growing … for those least protected” trái hoàn toàn lập luận cảnh báo. C. unless displacement is what eventually makes urban life more equitable Sai nghĩa và logic: “unless” đưa điều kiện vô lý “trừ khi displacement làm cuộc sống công bằng hơn”. D. while growing less just for those least protected from displacement Đúng vì “while” tạo đối lập: bề ngoài xanh hơn nhưng thực chất “less just” với nhóm yếu thế. “those least protected from displacement” bám sát ý cảnh báo của đoạn.
